Actually if you see the high-rez video... without having seen the conclusion... and pause it before the car goes in - there's no clues that this is going to happen. The pond is still enough and the ice thick enough that it just looks like another snow-covered patch of concrete. The fail is on behalf of whoever owns that property for not fencing off the pond or providing any indication that it's right next to the pavement.
(I first saw this on Top Gear where they used it as a "guess what happens next" skit. No-one predicted it, the thought was that they'd powerslide out of control and cannon off the building, through hedge etc)
